OPEN LETTER 15th February, 2011

Dear Secretary of State Rt Hon Chris Huhne MP

We urge you to please act quickly to repair the damage done to the fledgling UK PV sector by your Commons Written Statement and Press Release on 7th February. The shock decision to launch a "fast-track" review for all PV down to the size of small community and business installations has caused chaos in key parts of the sector.

Your announcement has halted investment in many projects over 50kW including "Big Society" community schemes of the type we thought the Government was particularly keen to support.

Many solar PV companies cannot plan for the next financial year, invest in growth or take on more staff. Far from delivering an estimated 17,000 new green jobs by the end of 2011, the sector faces the risk of losses to existing jobs if you insist on proceeding with the fast-track review as set out on 7th February.

Your press statement (7th February) equates solar fields with 'a threat', even though none have been built in the UK. This pre-empts the outcome of any review. We urge you to ensure that nobody loses money as a result of investing in good faith on the basis of Government policy. Ministerial assurances that any "fast-track" review would only be launched after publication of a "trigger" have not been delivered. No such "trigger" has ever been published with the result that tens of milllions of pounds of private sector investment in projects greater than 50 kW is now threatened.

We very much hope you will please act quickly to restore stability and certainty. Representatives of signatories to this letter will be very pleased to meet with you to discuss how this might be done.

Yours sincerely

Dear SoS,
While some may question the apparent promotion of a technology sector in what they claim is a fair market in energy infrastructure, it is the Goverment's role to facilitate economic growth in areas that support national and international policy objectives.
The distributed energy technology companies will not be able to compete with our fossil and nuclear dominated infrastructure unless you act decisively to quell the commotion your 7th of Feb statement caused.

Laurenz Przyborowski, STORM Energy GmbH,

Bob Langton,
It seems to me vital that we develop a stable and well-structured renewable energy industry in the UK. The FIT was starting to do that: please don't wreck what has been achieved.

Please stand up and protect new 'green' jobs and a cleaner environment by defending solar parks and FIT for homes and businesses. Solar PV is so much cleaner than coal, gas or nuclear.

Beth Langton-Clarke,

Bill Roberts,

John Cooper,

Keith Hearnshaw,
Yet another Government Minister that has not done his homework. Did his Department not research the FIT schemes in other European countries to understand the objectives? The reason Germany has a world-leeading PV industry is that they started early, embraced it and allowed these large implementations (Solar Farms) to grow expertise, jobs and a fast-growing diverse green energy industry. The Government has nothing to lose if they ensure the large power companies continue to subsidise the FITS - after all they make outrageous profits for their shareholders?

Think about the future and if anything increase the FIT for systems up to 500kw to encourage more companies to use their roof spaces for PV.

Everywhere, investment in renewable energy solutions has been a boost to the economy. Renewables create new jobs, new industries and are important for the future industrial infrastructure. The econmy can no longer be based on fossil fuels; they are too costly, will be scarce and seriously cause climate change. UK's new program for renewables is a brilliant example for many other nations as it allows thousands of farmers, households and others to invest in clean and climate friendly energy supply. Compared to investments in new cars, swimming pools, round-the-world-travelling and similar luxury consumption, renewable energy investments create a more robust economy and safeguard the climate. - As the renewables by nature are decentralized and will be owned and operated but the consumers, the dominating energy oligopoles will of course get a reduced share of the energy market, when the farmers, the households etc. start to tap the free energy from the sun, wind and biomass waste.

We are building the kind of long term, highly skilled UK business that the government seeks to promote. Our plans, funding and recruitment are now severely threatened by the FIT review. Our business and hundreds like ours are or will be paying corporation and employee tax that would largely offset any expenditure on the FIT through people's energy bills. The FIT has been running for 10 short months. How is the solar sector supposed to compete with conventional electricity, gas or nuclear sectors which have received decades of subsidy?

Kevin Jones,
Thoughts are best kept silent so please don't think out loud until you know what you are doing. We have halted our investment and employment plans and wait with interest for yourthoughts to clarify.

Alan Connolly,
large scale solar farms are creating much needed employment and not only this but local authorities are benefitting through large planning fees as well as community benefits to be had through contributions.

What a crass and shortsighted policy decision - it has killed investment, jobs, renewable energy production, community schemes and confidence in one fell swoop.

Phillip Ellis,
Green is good!

Peter Smeaton,
Further to my email to David Cameron and Greg Barker on this subject I am only too willing to provide some real perspective here. With less than 25MW approved across the UK and no parks > 1.0MW actually operational it would appear that the sledgehammer approach adopted is a bit premature. Any changes should be based upon evidential arguements which clearly they are not at present.

Graham Mills, EMREG,
Incentivise big investors to build large scale PV parks then sell shares to tens of thousands of people who cannot otherwise own PV.

Dan Gumsley,

Sarah & Dave Morgan,
Our village installed 18 solar pv panels on our village hall roof in December 2009. We now generate and sell 3300kWh of electricity annually. We plan to use the proceeds for community projects. We were fortunate to receive grants to install our panels. More funding should be invested into solar and wind projects.

Chris Clark,
Thanks to Chris Huhne we find ourselves in limbo. 12 months of hard graft investing all our resources in developing 50kw plus installs, wasted. Yes our clients are spooked. Difficult enough trying to convince those that don't trust Government that they will honour the tariff despite legislation. Don't destroy and industry before its started.

Barry Nutley - Partner, Viridis Energie Consultants,

Kevin Mclelland,
I am employed by a renewable energy installer. As of early feburary, our investors have backed off larger >50kw installations because of this governments knee jerk reaction. So much for supporting a low carbon green economy, so much the private sector leading the country out of recession, so much for big society!!

as a Councillor on Kent and Shepway Councils, I'm pushing for those Councils to make use renewables on their estate and to encourage and support residents and businesses to do the same thing. The FIT is a key part of that - and some larger developments would act as a real sign of what can be done and encourage others to get involved.

Tom Rankin,
I trust that the penny is dropping. We had invested some considerable time in exploring a tie up with an English solar contractor in Scotland only for progress to be stopped in its tracks abruptly. I cannot understand why you have hit renewables in this way - it makes no sense at all.

As a Liberal Democrat who has spent 15 years supporting the party in policy development, I am HORRIFIED at the destruction this Government is wreaking on the sustainability industries by its panoply of reforms. Collectively they are making low carbon investment much more uncertain, harder and more expensive. The FITS review, based on no evidence or understanding of the market is probably its worst offence. Colin Newlyn,
Stability is critical for young industries like this, which has grown remarkably in a short time. A real own-goal, nothing less than a ringing endorsement backed up by action and funding will recover the situation.

John Macdonald-Brown,
Chris Huhne's recent C4 interview demonstrates he has no handle on the data whatsoever, terribly worrying that this industry is in the hands of these people. There is not a single large scale solar farm in the UK.....none of the FiT has been 'stolen' by them.

Brian Smithers - WF Solar MD,

Seeta,

Jay Mitra,

Nigel Perring MRICS,
Please do not threaten an embroyo industry which is creating tens of thousands of new green jobs. Without large scale solar the UK will not be able to hit the governments own targets for generating renewable energy. The solar parks have large scale community support both from local people and planning departments. The government is worried about being able to pay the FIT on schemes above 50 kw, however what they do not say is that this is not government money. It is being financed by the general public through their electricity bills already. This is not government money in any shape or form. Solar is the way forward and is less visually intrusive than wind power. Also farmers can continue grazing their sheep on a solar park, so the agricultural use continues. The limitations of the existing National Grid network will practically limit the number of large scale PV parks. So the country will not be overrun with them anyway. This is another example of the Government not thinking through its policies, and placing a new vibrant industry under threat unnecessarily. They should be promoting the industry and not destroying it.
